After the death of his father in 1850, Phinehas moved to New Jersey, where he engaged in business and became prominent. He was elected to the Congress of the United States, and served with distinction and ability.
Phineas was a member of the city council of Elizabeth, New Jersey, from 1856 through 1860. He moved to Newark, then was a member of the New Jersey General Assembly in 1873 and 1874. He was elected as a Repubicn to congress for a term, 1881-1883.
